There's actually nothing wrong with them saying that.

This is a game entirely predicated on you being able to carry your team in order to advance ranks. If he is legitimately carrying his team, and not advancing, it's just another example of a flawed system.

I think it's that some people assume a high KDA should automatically translate into carry-to-win. They are most likely the ones who don't ward (gotta finish that build as fast as possible, don't you know), don't stick around for teamfights to preserve their KD ratios, who get mad about KS because they forget to include Assists in their performance, etc. They are players that forget it's not a single-player game. "Carrying" just means they are in a position to make it easier to help the rest of the team keep pace and steamroll over their opponents.
