Unless it was changed during the pre-season, Frost Queen let you kill minions without taking the tribute cd penalty. Until this new pbe cycle apparently.

as a support main i was using frost queen's claim before this pre-season madness. i started playing lol half way through season 5 and in my time of playing the only change made to it is that you can fuse it with sightstone to make eye of the watchers. i promise you the passive wasn't touched.
