I've noticed Riot has been hard at work with art re works, but I feel like they're improving champs that don't really need it like Garen instead of champs that really do need it like Cho or Nasus. I guess I'm trying to ask if Riot could prioritize their re-works?

Every splash art that is deemed "below riot current standards" will eventually get done.
Also, it isn't as simple as "here's one I made, replace old one". They sometimes go through multiple re-makes before settling on one. Splash arts also take quite a few hours each to do.
The thing is, Garen was super super easy to do. Also, cho needing it worse is arguable.
I agree garen wasn't in great need, but hes about even with nasus and cho (maybe slightly better). He also is much easier to update than them. How to make cho better, and how to add to nasus without his godlike voice actor is a conundrum.
