Change tribunal punishments.

I've have been and have played with people that have been punished by the tribunal and it limits their word limit to I think 3 messages per game while allowing a new one every 4-5 min. And I get that it's meant to punish those people, but it also punishes their team by not allowing them to communicate with each other. Isn't there another way Riot can punish the players without punishing their team?
