Why can't solo queue be for solo players?

Dunno if this is the place to do it, but as none of the forums looked right, figured might as well do it here. I've been wondering this for awhile, and i'm curious as to why solo queue always puts me with premade groups? Normally I wouldn't care, but as they're always the most openly toxic players who mass report and flame all game, why can't I just go into a game with other solo players?

Because in order for duo queue to work, there has to be at least one solo player. Teams of 5

So bottom line is, someone has to get the short end of the stick and not have a fun game? That doesn't make much sense.
