Riot's Bad Behavior System Secretly Nerfed?

Last month, people were complaining on how it was very easy to get banned by Riot's bad behavior system. While I do agree with them, it now seems it's very difficult to get banned. I'll be honest, I've been behaving pretty bad lately, and I'm surprised I haven't been banned after being reported.
