How does the picking of the free champ rotation work?

And I don't mean like how do we decide on what champion are picked, I mean like HOW does it happen?

Do we just have one guy deciding on what champs should be free, or is it a group of people who decide and set out a schedule for the entire month? OR is it like you guys just have a program that spits out random champs, but that follows a rule of 2 for each role?

I don't know how they do it, but I do know one formula they use to pick a champion:

Do you know who Yorick is? → No → Awesome! Ignore everybody with -rick in their name.       ↓      Yes       ↓ We cant let you choose the free rotation. → Okay... → Now go buff Zed and Lee Sin.       ↓

   _  but why?_       ↓ We don't let people with imaginary friends control the rotation       ↓    but he does exist! → You're fired.

They made a post about it a really long time ago, but I'm too lazy to find it and I can summarize it pretty well. Their three things they try to do are pick a mix of simple and complex champions (with simple being higher up on the list), picking a mix of positions and roles within the positions (in the tomorrow one, there are 2 marksman, 1 assassin, 2 tanks, 2 fighters, 1 support, and 2 mages), and to allow every player to play every champion eventually, putting everyone in a huge rotation.

I've also noticed that recently popular/high win rate champions tend to show up pretty regularly, but that's not proven or tested very much.
