Who should I try with a full armor pen rune page?

I made a page that has 19 flat armor pen and was wondering who else I should try. I made it for Talon originally and works great on him. Also tried it on J4 which was really good with a Ghostblade rush and I also tried it on Renekton which was not so good. It may have been cause Renekton just scales better with flat AD or cause I was against a Poppy who had about 70 armor level 1. So any other suggestions?

Jayce may work fairly well with it, honestly. But I'm not sure, I'm not a Jayce main.

rengar, shaco, graves. I reccomend no to take this page on any champion, besides mentioned ones, becouse it will be much tougher to survive laning and very hard to clear jungle early.

I use the 19 armor pen page on renekton against tanks and mages because it scales much better into lategame than AD, but against other fighters that have kill pressure on you in lane, AD is much safer
