Haunting Nocturne, and other harrowing skins.

I'm an avid Nocturne player, and I was wondering if the Haunting Nocturne skin will be available for sale this upcoming halloween ? I know they release many skins only available around halloween is there anyway, and I am a very poor man who needs to balance me budget carefully so if I could know ahead of time that would be great:D
