The new Project boarders questions!

Do I have to have the skin to unlock the boarder? or can I get the boarder and then unlock the skin?

do I get the boarders from the augment cache fragment? or from a disruption cache?

they make this so confusing I wish it was just buy skin now get boarder like they did last release
