No more Item Sets or proper block button in beta client?

Maybe I am just missing it or something, but is there still a way to create champion specific item sets in this new beta client? How would I do that?

Also, having to add a player that i want to block is kind of bs, what if they dont add you? We need to get rito to bring back the block button!
