Level 7 mastery rank too much

I dont understand, im supposed to get a mastery token every time i get an S right? Trying all day yesterday to get my very last Zilean R7 token, and i finally get a S (not S-) and i feel the relief of trying so hard, but it doesnt give me my last R7 token? Why is that?
