Can we have a mercy rule?

I've been in so many games were its been like 4 kills to 20 at 10 minutes and we have to wait 10 more minutes to just move on?Can we have something that goes like "hey you're down 20 kills in 10 minutes. There is no way for this game to come back" and pop up a surrender vote?
