Idea for a way to deal with troll picks

I am sure this has happened to everyone at some point. You are in champion select, and everything seems to be going fine. And then some guy near the end pick for a role where another champion has already been taken. Now your team comp is screwed, and so are your chances of winning. You can A) dodge, which costs you some time as you wait for the penalty timer to count down, and the guy gets away free, or B) play the game, (and probably lose) wasting more time, but being able to report him at the end. Well, I would like to propose an option C. I call Champion Select Reprimand (an actually good name is forth coming with suggestions).

The idea is this. You are in champion select, and instead of the last picking an adc, which is the only position left, he picks a mid laner. Instead of dodging or playing out the game, you select his portrait and click the option for Champion Select Reprimand. A blind vote is created, where you can't see who called for the vote (unlike in vote for surrender). Like vote for surrender, everyone else on that team can vote in the set time (lets say 20-30 seconds). If three others agree (so basically everyone but the troll) the game is discarded. The searching continues, and the person who was voted to be reprimanded has to wait out the dodge clock, and an automatic report is filled.

I feel this would help to solve the problem. as you don't have to play a whole game to report the troll. Now, to prevent abuse from this feature, you can only use it once every ten completed games. And obviously, this wouldn't work against dual trolls. However, I do think this could help.

What do you guys think?

Edit: I can't figure out how to fix the poll. Just imagine three other choice of meh, bad idea, and terrible idea.

Bad idea. What if people just feel like trolling some poor guy by abusing the vote?

I do agree, I hate being stuck in that spot, where your chances of winning are greatly reduced. Not sure though if this would be the correct method of fixing it, but it is an idea.
