Can riot IP ban people?

Just wondering because im sick and tired of getting people who afk and troll in my games and say "this isn't even my main" like...BAN THESE TOXIC PEOPLE.

I don't know what you are talking about? According to rito, these aren't even issues in games. The only issue in the game is whether or not someone said a bad word.

only one player is ip banned, riot believes in banning accounts not players.

Riot does not do IP banning. They did so in the past, however one time the banned the IP of a college or PC cafe or some place where a lot of people played LoL, meaning dozens of players were banned due to the actions of one person.

Not to mention, IP is really not that hard to get around. It's not that difficult to be able to change your IP.

They can easily add a "machine/PC ID scanner" whereas they would track both main and smurf/trolling accounts of a subject and ban those specific accounts, BUT, that is against privacy and sh*t so that's why they can't do more about people trolling with smurf accounts.

The big issue is the fact, legit players are bound to suffer trolling in ranked games. If someone decides to troll pick in ranked or if you land on a 2x or 3x or 4x premade of trolls, you are pretty much screwed, because if you leave, you'll get a "dodging strike", if they troll during the match and you get frustrated and rage or say something towards the troll, you are bound to get punished for whatever reason, not the troll. A replay feature would solve the trolling issue instantly. Because you would have proof of the trolling. That's why I record every single match I play, and send the link to Riot for them to watch the trolls and punish accordingly.
