So get this, I'm kog'maw and we push down nexus and win the game. Problem is, my victory screen where I can click to go to post game doesn't come up. None of us can move. So when I press esc and click exit game it says I'm going to receive a penalty for leaving a game. What gives Riot? I've already won. Why should I receive a penalty in this case for my victory screen not showing up?

I don't know how long that is, but if you stay disconnected for a certain amount of time without coming back you get penalized, more harshly the more you do it. But something similar has happened to me before and it seems that if the game ends soon after you leave you should be fine.
Borkahn1 votesBut the problem was the game had ended. I personally took out the nexus. I just didn't get the victory screen. And don't you enjoy all the people who downvoted this post? Betcha they didn't even read what it actually said.
Stormfather1 votesI know you didn't get the victory screen. That's a bug, but what I'm saying is that since the game had ended, it shouldn't penalize you for leaving. When you go to click exit it says "you'll be penalized" by default, but that's not always the case. And yeah, a lot of people don't read, but to be fair you could have worded the title better
