There should be a champion mastery threshold to play champions in ranked.

I'd say AT LEAST level 2-3. No more FOTM picks, No more people having NO IDEA what to do with a champion...think that would help alot.

Wouldn't work:

  1. I played 300+ thresh games last season but 10 this season. Why shouldn't I be allowed to play him.
  2. I get stuck with adc, which I can handle but rarely play, I wouldn't have an adc I could play with.

I fully agree that people should not only need that, but also need a handful of mastery rank champions to participate in ranked. This would as you said remove the clueless players and "First time X"

I suggested that not too long ago but there's a problem with implementing that as a prerequisite for ranked games, what about champs you own and played before the release of the champs mastery system? You wouldn't be able to play them in ranked games because the mastery levels don't take into consideration games played before its introduction.

Ranked Draft requires 16 champions. That's 16*(number of games required for level 3) as a requirement to play ranked at all. And that's just to have the bare minimum of available champions. You didn't think this through very well.
