Nerf/Buff question.

I was curious about which numbers the balance team actually look at when deciding which champions need buffs or nerfs. Obviously they reference the win rates, but if it was going mostly by those numbers, I feel that the game would be significantly different. So my questions are:

1. What numbers do the balance team look at mostly?
2. What numbers would you like to see them look at instead?
3. Would you as a player like to see patches more or less often?
