Ranked match dodging

The title is a little misleading but covers what I'd like to discuss. I just left a cue. I was the last pick, which could be random, or because I was grouped with a 4 man team. Whatever the case... I was trying my best to establish communication between us all. No one said a word after 3-4 attempts at trying to get them to give their top two. (this led me to believe they were most likely grouped) However, I was told to stfu, etc etc. I responded rudely in kind, which turned it into a troll by two of the players, who were clearly being ridiculous. (damn teenagers!) Anyway, with the lack of communication and the toxic atmosphere already showing it's ugly face, I decided to forgo selecting a champion because I didn't feel like losing lp because of a bunch of trolls.

That being said... I have a couple of questions to ask.

1. How does cue dodging work? Does the timer keep getting longer and longer? If so, how? Every single time? A certain number in a given time frame?

2. Is anything being looked into in regards to having a way to escape toxic lobbies? I love playing LoL, but I can't stand dealing with a group of toxic players... hoping as I move up the ranks, that will be reduced to some degree.
