Why doesn't Riot Release Their Own Game Recorder?

I realize that there is LolReplay, but it's rather buggy and doesn't ever seem to properly work. Why doesn't Riot release their OWN recorder? They could implement it into the client, and give players the opportunity to look back at their most previous games.
Of course, there would be limitations, but I still think it would be a good idea to at least try.
