Yeah sure he's a top tier laner, and he does have high damage, but the stats simply disagree with what people are saying. He has a pick ban percent of less than 10%, and his winrate is fairly low. Don't get me wrong, I do think he's a strong top laner, but he's simply not being abused nearly enough to be considered overpowered or straight broken, imo.
I think his laning is really strong, but when it comes to winrate players seem to not remember that he can "soft" fuck-up your team comp easily. You have to remember that you are giving up a tanky frontline champion in order to try and get ahead with him early. Would I rather have a late game 
or a late game

He's just really annoying in lane. That's where most champion bitching comes from, laning.
jayce is a lane bully, that's why people are afraid of him. because a combination of his skills , is just deadly.
He's the current best top laner in plat + right now. He's overpowered
