I don't understand why teemo is on that list. He's been nurfed into the ground, has REALLY crappy early game, is only good as a split pusher, and his late game is lacking if not almost completely gone due to the nurfs.

He needs a small buff IMO, to reduce the CD of his shrooms, and an increase to his passive poison. This way his early game is balanced out, and his late game gets better as he's able to put more down, to control the map for his team better. As a secondary effect, to also cover the jungle on the side he's split pushing.
