Key Fragment Reset...Not Working?

According to a redpost key fragment drop rates get harder and harder to acquire as you collect more. At the start of a month that difficulty is supposed to reset.

I do not think that it is working because I'm still not getting any fragments.... Anybody else?

Or is the monthly reset at some unknown time whenever wherever however?

Yah bro, I not getting any key fragments ither, I don't know what's the deal but hope this is fixed later on. I play nothing but league but haven't gotten any. I even won games and have perfect scores and still not a key fragment. Thought they dropped randomly to people but... Riot I just hope this system is fixed or other wise a explanation
