Riot, how do you decide which champions have their IP price reduced upon a new champ's release?

The oldest 6300 champion is reduced to 4800 on each champs release (after they go down to 6300), and every 3rd champ release, an additional random 4800 or lower champ gets reduced to the next lowest price point
