Will matchmaking ever find true balance?

I'm not usually bugged by who I'm matched with when they're doing badly, like I get it people have bad games w/e but... I'm in my promos currently, and the last two games I've literally had fresh level 30s. As in, one had one ranked game, the other had two. When I lolkinged them it showed them as lvl 28 and 26 respectively, before I hit 'update summoner'. I don't get it, I was gold 5 last season. Not great I know but I didn't think I was so bad as to be matched with fresh level 30s?? I'm just insanely confused & I'd like some kind of explanation. Wasn't sure where to put this so I figure just about anything fits in 'miscellaneous'.

i was gold 5 last season (stopped at gold just for free skin), during placement i had bronze/unranked on my team, and we faced people with plat icons. went 6-4 in placement, got silver 1, then shot back to gold 5 in my first promo attempt.

thanks to no gold/silver decay anymore i dont need to play ranked anymore this season to get the free skin.

all the jungle changes and nerfs to mana regen, make this season really suck for a lot of champs, so it gives me time to play other games
