What's up with ranked statuses and placements right now?

I don't quite understand what position we're in with our ranked statuses. While I did not make it to gold, I see that some people have Victorious Maokai already but still have their ranks. I thought the skins were given out after everyone's slates were cleared? Also, I just played two ranked games (As a Silver V) and was promoted to Silver III. I'm genuinely confused, so could anyone please explain to me what happened?
