Everything he does, Juggernauts do better. I haven't played him in SR, just ARAM and he's a blast, really need to give him some SR love myself.
Last time I played him I did pretty well going 10/5/something, perhaps he just isn't very popular or people play him in a less-than-optimal way. Rather than being outright underpowered.
Sion is perfectly fine. The meta has shifted to where more players want carry top laners.
If you look at solo q and pro play, you have a better chance at winning with 3 carries vs 2. Plus it gives your mid laner a chance to pick a more utility based champ. Another factor is the amount of play tank supports are getting. If you have a tank bot, you really don't need one top.
