team ranked reward ward skin gripe

Does anyone else feel a bit peeved that you can only earn one of the season reward ward skins? Why can't we earn the ability to use all three wards if we reach the "victorious" level? in 2015 I purposefully stopped getting points at the "triumphant" level because I thought the victorious skin looked terrible and the triumphant looked better. What do you think? would you like Riot to let us use all the wards up to the level we reach? so people who reach "victorious" level can also use "triumphant" and "conquering"? Is there a downside Im not seeing?
