This don't make any sense. If they banned good players so they never play against them then they will never gain rank because they couldn't prove they belong in a higher division if they weren't playing those better players. If they banned enough of them type players they would become stagnant so they would only be hurting themselves. What you said would make sense for anything but ranked.

Yes, if their teams average rating is higher than yours. Which means in order for that to happen there has to be players on it that are better than you, hence if you keep blocking them you will screw yourself.

Either way you are screwing yourself by blocking people better than you. People with higher ELO give you LP. People with lower ELO give you nothing. A team of mixed ELO will give you LP according to how many higher ELO people are on it not by how many lower ELO people there are. If it is figured out any other way then nobody would gain rank. You have to beat people better than you to rank up or it makes no sense.
