Yes(although I think it's 60% below gold now and 80% below plat but I could be wrong), because 80% of the player base refuses to admit mistakes and improve. It's really that simple to get to diamond.

there are more people in silver than bronze because now they put new players in silver 5 and it is almost impossible to demote from there.

there are silver 5 players who are worse than bronze 3.
