Regarding "your shop"

On a smurf account of mine (for low level friend, Im a horrible summoner anyways), I achieved acquiring "Zombie Ryze" in the your shop, however it was a little too much for the starting RP, and then I noticed "Price includes champion" so I went and grabbed Ryze with some IP, came back and noticed that the price hadn't changed. Is that intentional?

this probably means that you would have simply gotten Ryze when you purchased the skin, but instead you wasted IP...
