What is Schrodinger’s Garen?

It is mentioned in the board's M&G Guidelines.

My best guess is that if brush is unwarded, Garen is in a state of both hiding there, while not.

You can never be sure. He's everywhere. Just waiting to serve Demacian Justice. But I'm curious to what is really meant by Shrodinger's Garen.
