1 fix for fps drops after patch 4.21
i found the source of the fps drops for me (may not work for everyone since it may be something else affecting your fps)

It worked for me, have only tested it in a custom game so far but seemed good =) ty frosch! btw, are you running xp? I am, im just wondering if its related to that at all since its out dated now =S
