Recently many people have gotten mad at me and say: "dude why didn't you dodge that skillshot???" The reason is simply that I can't react to it fast enough. So this brings me to my question. How can i improve my reaction time?

Three ways i can think of.
Any one of those should help.
A large factor in dodging skill shots is in fact your latency.
In order to avoid any projectiles, you have to first see it on your screen, and input a command to move out of its path. With a poor internet connection, both parts will be delayed.
Another advice is to turn down the graphics, as it will make the game run smoother.
Generally though, not getting hit by a skill shot isn't that difficult. Make sure to stay behind your minion wave as much as possible, and keep an eye on the enemy champion.
Although skill shots are almost guaranteed to hit within a certain range, most champions have a wind-up animation before launching their attacks. I generally start moving in another direction as soon as I see that animation. If you are within melee range, a viable option is to run or dash with an ability behind your opponent before the animation finishes.

Another thing I've found useful is focusing on reading the other champ. Some players will have tells where they will take the same approaches or do the same things when they're preparing to go after you. Did they move around the side of a minion wave to get a clear line of fire? Good chance that a skillshot's coming your way. For example, I played Mordekaiser vs. a Zed in mid last night, and I noticed that he tended to move in an arc around the bottom section of the river when he was preparing to attack. Once I figured that out, I usually had forewarning when he was going to try to go after me and I was able to avoid being surprised. Not everyone has these tells, but if you can find them they can give you a heads-up. Knowing the enemy champ's abilities helps too, since it means that you'll be familiar with typical combos or attack patterns.
