League social help/question

A friend of mine who is exactly one league lower than me (I am gold 2, he is silver 2) has on occasion asked if I want to duo with him. I thought I remembered reading somewhere that if someone is one league or more lower than you, you cannot duo with them in ranked. Is that true? If it isn't, what should I say next time?
