If I out someone on my ignore list I DO NOT WANT TO PLAY WITH THEM. I have lost so many games because these idiots I had on my ignore list get put on my team. Either make it mean something or remove it from the game its completely useless otherwise.

I ignore them means I dont have any desire to be forced to play with them dont make me. Unskilled does nothing in ranked. The way I figure Riot owes me gold for the amount of times I lost a match being forced to play with the same people who have cost me soooooo many points.

Take a deep breath, and realize you're just playing a game, and at that a team game. Win as a team lose as a team. Riot doesn't owe you anything, and they don't have to fix a system that does it's job, just because you don't understand the system or you misuse it. I already explained it in my previous comment, if you don't like it, fine, but raging about it won't fix it and behaving in this manner is a guaranteed way to ensure no Rioteer ever responds to you.

Before you rage you should double check that what you're complaining about hasn't already been addressed, all you had to do was scroll down just a bit and there is already a thread regarding this matter. The ignore list serves its purpose for ignoring, that's why it's called the ignore list. As far as I'm aware, the only way to influence not being matched with someone again is to report them as "Unskilled Player" and even that isn't a guarantee.
