Why is Brand not played anymore?

According to lolking he has a 52% win rate making him the third best mid laner in the game behind Ahri and Malzahar. Now I know there are some outliers in winrate stats like Zyra, Rammus and Sona. But as I understand it most of these guys have high winrates and low pick rates because they A) counter certain comps and or B) have a small playerbase to began with but that player base is excellent at these champions. Now I don't fully understand LOL stats so I might be missing something but as far as I know Brand does not counter any specific comp or group of champions and I know he had a large playerbase at the start of the season when he was a bit stronger. Now in truth his numbers are probably a little inflateted because only those skilled with him are using him but still he has a higher winrate than Zed right now. Where did everybody go?

P.S. I am not a Brand player myself because I don't play mid a lot. I'm just curious about this phenomenon because I like analyzing this sort of thing.
