Why there is no promotion sales for the release of dragon trainer tristana and the riggle ward skin ?

Because they are redoing how they do sales

They said you would get a 25% reduction after the first week or something lik ethat. I don't remember teh original post so i can't link you but they said they would remove any on release sale to favor that mechanic.
