Why are we left helpless when some one is trolling Riot?

Why are we left helpless when some one is going to intentionally feed and the only thing we are left is to wait for the game to end and report them in the end. This is r%%%%%ed Riot, no vote kick system or some thing to stop these people? Holy shit 20 games of chat restriction, oh god that's going to show them that they shouldn't be feeding in games. Tell me Riot, why are we left with nonthing to do against these people? Reporting will get them punished, but you know that people lose there series and promotions because of this?
