Riot, why are we left helpless when someone afks or feeds on purpose?

I'm getting tired of this Riot. Losing game after game over some one afking or some one feeding on purpose just because he/she doesn't like what another summoner did. This is retarded, why are we left helpless and the only way we can stop this is by reporting? Reporting isn't going to help that much against some one who is feeding or doing what ever to make a negative impact on the game. Why haven't you make a vote kick button in champion select or the option to leave the game when some one hasn't connected in 5 minutes? Do some thing about this please, we summoners should be able to do some thing back against people who intentionally lose the game.
