Time Warner Internet Ping Lag Spikes

Anyone else have TIme Warner Internet? These past few weeks I can't play games due to ping spikes (starting at 80 to 400 to 1200+ ping) up and down all game long. Have been using the $14.99 everyday internet from them and it was fine up until a few weeks ago. Download is 2-3Mbps and Upload is 1Mbps. Tried playing at my house and my grandparents (who use the same internet options) and its the same lag. What is going on? Am I the only one? Please asst or give some insight. East Coast in Pennsylvania playing.

Yeah I'm getting spikes all the time with twc :( The game is still playable but really annoying as the game freezes for like 1 second every few minuntes

After 130 ping the game delays 1 sec. Up to 300 to 1000 it's a 3-4 sec delay and unplayable. My normal ping sits at 80-90.
