what does "chargeback" really mean?
my language isn't English so don't judge pl0x, but i saw in the submit a request page that you can choose the request type as has your account been suspended for chrageback?
what does it mean?

Since you're from EUW it makes it a bit easier to explain for me. There is this SEPA (SIngle Europe Payment Area) thing. There is a rule that you have up to 6 weeks I think it was that you can charge back your money. This was made so that customers don't get scammed. You can take the money back if for example you paid 200€ instead of 20€ due to a mistake. This is likely the case here. You bought RP but charged back the money, which means you have gotten rp but didn't pay for it. So Riot banned your account untill you pay back the money.
At least that's what I understood from it.

A chargeback is a return of previously spent money to the customer. If you buy RP via PayPal or Credit card, and then refund that money through those services, you'd still have the RP without losing any real money.
This is obviously not okay, which is why Riot locks the account until the "debt" is paid back.
