Yep, it was one of more punished offenses in the old community-based Tribunal system. It's due to League being a competitive game, and usually in most sports you shake hands with one another as a way of showing sportsmanship as well as a "thank you" to them for playing the game with you, as if they were not there you would not be able to partake in such an event.
It's as if you slapped them in the face and told them they aren't worthy of being in the same game as you. Of course, it's always a case-by-case basis. If an entire game the enemy team is spamming "GG EZ 420REKT NOOB KYS UNINSTALL ??????" and you manage to pull off a clutch win, saying "gg ez" likely will be overlooked, as the toxic players are instantly put in their place and would rather not engage in any conversation as they have completely demoralized by their loss and 9/10 times will instantly leave the post-game chat (usually with a "REPORT X PLAYER FOR OUR LOSS"). Don't engage in toxic behavior or stoop to their level, as it only makes you look like an ass, and I wouldn't recommend adding the "ez" part as it only enforces more toxic behavior, especially if it's one individual on the enemy team that's being a jerk - the other 4 people who may be respectable individuals would feel let down that the enemy team is being toxic at that point, even if you hadn't said a word all game. A simple "gg" is plenty enough to get your point across: Let the toxic individuals sort themselves out. You'll notice there's an abundance of threads here on the PB&M Boards along the lines of "WTF AM I BANNED FOR" and their chat logs are the first thing the community looks at to pick apart help the individual reform in a positive way. Even passive-aggressive comments that aren't necessarily terrible are often punished, as it's not healthy to attempt to gain a negative emotional response from someone - it's abuse.
Imagine if in a basketball game you were at 90 - 89, the entire opposing team was spitting in your face and telling you that you're trash and don't belong in the same game as them, only to lose at the 1 second mark by a miraculous full-court shot. The winning team would likely be too busy celebrating at the amazing thing that just happened to "BM" the other team. Even then, laughing in their face isn't an acceptable form of rebuttal to the toxic individuals that did their best to make your team have a miserable time. The losing team is already going to be shamed by the public, especially after the way they acted, and will likely have sponsorship deals lost as well as their players having a rough time finding a different team (or any at all). Very few people support those that are openly jerks in society.
There was a TV Show called "Bully Beatdown" a long time ago that offered real life bullies a bunch of money if they stepped into a cage match (and lasted a pre-determined amount of time) against a professional MMA fighter. There's a million YouTube videos of social justice being handed out that garner themselves a healthy amount of views. It's not just League of Legends that promotes being a respectful individual, it's real life, and we tend to root for those that are upstanding individuals more so than the bullies that attempt to harm other individuals - whether it be physically, mentally, emotionally, sexually, or any other manner that's deemed offensive. Usually it's the lack of education and empathy that drives those into harming others - either that or a sadistic pleasure for "watching the world burn," so to say. If you don't understand how your response could be perceived as harming another individual, you're very fortunate to lack that knowledge. Ignorance is bliss, as they say. You'll notice that the most successful serial killers in history were highly intelligent individuals and had a tremendous amount of charisma, whereas the single homicide individuals are often lacking in those qualities. They didn't run around and say "#### SOCIETY I'M A BADASS I KILLED EVERYONE" or they've made it extremely obvious as well as drawn unwanted attention to themselves. Take Ted Bundy for example, the man committed a MASSIVE amount of egregious crimes and was able to re-marry AND father a child while on death row. This is an extreme example obviously, however you'll find that the more you learn and grow while showing empathy towards others the farther it will get you in life.
Think if you were pulled over for Speeding - say 55 in a 35 in a School Zone. Usually, you're looking at massive penalties, however the way you act can drastically alter the situation. If the officer that pulled you over asks for your License and Registration and the first thing that comes out of your mouth is "Why the #### am I getting pulled over everyone else is speeding what the #### dude?" you're likely looking at getting nailed for every offense possible, and have essentially sealed your fate at that point. If you comply and simply give them your License and Registration and they ask you something of "Are you in a hurry?" you're free to tell them you're sorry and that you honestly weren't looking at your speedometer and truly didn't mean to. The officer can then pull up your records to see if you're a previous offender, if you've been pulled over 9 times in the past year for speeding, get ready to lose your license in the near future. If you have a fairly clean record, you'll probably be given some leniency as there's usually no sense in trying to throw someone the book if they're a normally upstanding citizen and had a single slip-up. Obvious, this can be changed - if you're doing 120 in a 35 get ready to enjoy the back seat of a police cruiser. It's the exact same way in League of Legends, for the most part. If you're normally not a toxic individual and your worst offense is "dude stfu and play safe ffs it's not our fault" you'll probably be given some leniency. If you escalated yourself through the punishment tiers and said some racist/sexist/homophobic/etc. stuff, you're looking at being swiftly banned.
TL;DR: Yes, it's toxic and will lead to a rather swift punishment if you're reported frequently for it. Be respectful to the enemy team because if they weren't there, you wouldn't be able to play this game. Isolating your own community is ass-backwards logic reserved for sociopaths and narcissists.

It is reportable, yes. Will they get in trouble first time they say it? I doubt it, unless they have previous toxic behaviors. But if they act toxic, and the system sees they put gg ez a lot before, yeah they'll get in trouble.
Should it be bannable? No, if you can't handle it then you need to find something else to do or disable all chat.
Should people say it? No, it's unsportsmanlike, any of us who played sports in school knew win or lose you say good game n move on.
How do I feel about it? The only time it bothers me is when the 2/4/x jihn got destroyed and carried says it while the Lee sin popped off n just says gg like a decent person. Had it of been opposite it wouldn't bother me if Lee said it had he carried his team. I'm talking like 25min win with a scoreline of 15/0/10, n we flattered as a team no turrets down 12 kills at 25, bc that game for Lee n his team was indeed easy.
It shows bad sportsmanship, there's always a little corner for those who needs to promote that!
It's a chance you'll recive a "mark" on your account, but it wont come with a real punch! If you're being frequently reported for bad manners/ such it can/ will have a essential factor for the systems decision if you're in a dangerzone of being penalized.
It is reportable. I would say a single event of that is unlikely to be punishable.
