There needs to be one. I had a player in my game earlier using all kinds of racist terminology towards other players.

Ban for what? Just block them. If you aren't sure he's not just trolling you, submit a Support Ticket.

Life threats.. are you kidding me? That is like the most toxic and bannable things. He added all of my friends in that game, and sent the same threat. He can do this AS LONG AS HE WANTS until the tribunal bans him.

I have no idea what the context is behind this; whether he was in a match with you before, if he was on your friends list, if he's been trolling you elsewhere or if this was just random. Like I said, block and submit a Support Ticket. I even provided a link for you.

Okay..? So he is allowed to do this freely to everybody? Submitting a ticket will not stop him and people like him. A more punishing method may.

Eh, Riot investigates reports but you have to submit a ticket to let them know... It won't prevent others from doing it any more than they do now, but it will most certainly stop him. You don't seem to have any other solution to your problem and don't want to use the solutions presented to you. Events like this are rare enough that they can be individually brought to the attention of a Riot Player Behavior Specialist through a ticket.

He said nothing in game, there is no way to foresee that he would do this. Do you know why he didn't say anything in game? It is proof on the tribunal. Now he just adds whoever he wants and is toxic there, since there is no proof except with a screenshot.
