Question to Any Rioters that actually Give a F about Board Opinions

Why was Kassadin nerfed before other mages with such mobility that are used more often? And why was more liberty (700 to 450) taken with his nerfs than someone like J4? There's a difference in value beyond these two stats other than numerical value of course, but J4's was excellent in its intent to weaken his early game (I'm not going to go into arguments for buffing others, that isn't the point). Why take Kassadin from 700 to 450 so quickly, especially considering opinions on the PBE about its severity, rather that TESTING different ranges closer to the original value. Or did you, and I'm just unaware? A similar issue comes into play with Azir whose range nerf currently has him at a 37.26% win rate. Why the severity, and absence of thought to options purposed by non-Rioters?

Edit: Personally I think this is allowed in Gameplay and Balance, but I didn't want to deal with "location issues"
