Change the Leaverbuster Timer System

Hey, I have recently had some bad experiences with the LeaverBuster timing system, and I believe it is not set up very well. I agree on the idea of a pre-game wait time, but it shouldn't affect every time you go into que. What if you miss an available game notification or something, and you are removed from the que? Then you get to wait for the timer again. If someone in draft pick leaves or doesn't pick a champion, what happens? Your timer is reset. I would like to propose a new idea, kind of like a charge system. You would wait for the pre-game timer once, then if you go into que within the next 5 minutes or so, you could jump right in. It would be hard to abuse, and I think rather practical. So I know that the LeaverBuster is supposed to be an inconvenience, but this is getting out of hand. Waiting 20 minutes just to get into que, then having to wait for it again for someone else's mistake is unreasonable. Thanks.
