I dont know if this is a bug or not

But Aarox's 3rd Q doesnt seem to proc proportionally with item 3072, nor does it seem to heal for more with item 3930 . The damage is deals and life it steals seems to be the exact same as it normally does. Anyone know what I'm talking about?
