In the today's league podcast someone said something interesting that you planned on testing hex tech carfting in the turkey sever before shipping everywhere else the reason (most likely being) that it is smaller than something a kin to na's sever.

So my question is what does riot look for in their sever when they want to test somethings ?

They basically just rotate them. I'm sure there are some things they want to try on a smaller server, but when it doesn't matter they just take turns so service isn't interrupted on a regular basis (or they don't get to see everything first) for one region. Don't ask me to find the quote, this was a while ago.
