Infernal Alistar Flash Sale - OCE only?

Is there any reason why the Infernal Alistar skin was only on sale for OCE during the Flash Sales?

It's disappointing because I was waiting the longest time for that skin and I have no idea why Riot would offer the sale only on OCE.

If someone could answer it would be appreciated. :)
