How are we still unable to rearrange our rune and mastery pages?
Everyone agrees that this would be really useful, why can't this be a thing already? You don't need to test it on the PBE or anything, just do it.

It's really dumb that this doesn't exist. One of the things that Riot needs to look at in some sort of client update.
How many eyes does Riot have under agreement?
800 or so? They just need a pair.

Because if that was possible, buying multiple rune pages would be redundant. Therefore, a money making method or Riot would be useless. As a company, it would be stupid to do that. So, not gonna happen.

There are many problems with the client that Riot has stated they want to address. The rune page reordering, being sent back to the main page when a queue doesn't get 10 accepts, visual bugs and so on, will all be addressed once Riot rebuilds the thing from the bottom up.
It's a good idea, an idea people have been requesting for seasons now, so Riot's had the time to consider the option and weigh it's priority as something not high enough to get done by now.
And that part about not needing to put it in beta, I really don't think we need to open up the possibility for more bugs into this game and the beta could really help out with that. Depending on how they do it, it's possible to see bugs where people get 2 rune pages worth of stats, people get 0 rune pages worth of stats, people get the stats of of a page they didn't select, and so on.
